Preforeclosure info is public record and you can get such records at the county clerk/recorder/assessor office.

The law doesn't allow the college to open the property to the public but they may be able to lease it to my company with a Master lease and then I could open it to the public with priority going to college students and faculty at discounted rates.

If you're going to hold long-term, I would look at things like population growth, employment growth, wage growth, demographic changes, taxes (both as property owner and for working tenants), public investment, are there private investors and what are they doing, etc.
