I understand you can pull it off with off market sellers but how did you expect to close on publicly listed house?

Hard to say with the brief details given, but typically a public right of way abandonment isn't allowed to damage your property in this manner.

Trying to collect a judgement from a section 8 tenant is squeezing blood from a stone.In general judgements will show up in the public record, most tenant screening services will find it.

In practice, the MLS now syndicates to Realtor.com, Zillow, and dozens of other websites, so the inventory is not dramatically different from what the general public can see and the line is definitely blurred.

I am able to pull the owner names from the public record, but many of them I am having the hardest time finding accurate information.
