Unless you have a tenant for your proposed building, you might want to sell to an experienced developer and let him/her take the risk in this market.

thats very interesting, you're the first to propose melamine, unless thats the same thing as contact paper. 

You can get a deal...eventually, with the strategy that you're proposing (invest $500/mo.), but I question whether that would be worth your time.

A couple changes that are being proposed are density, occupancy changes, increase fines etc.
