DISCLOSURE: I have not invested in this Reg CF offering and have no plans to do so at the present time (but the idea sounds intriguing).I'm not sure if this idea is applicable to @Chris Miller's situation, but a way of monetizing vacant storefront windows with advertising revenue is being promoted by VisuWall.

You could get the health department to do a walk through and write the changes that must be made, then give the hoarder a 5 day notice to comply and stay in compliance.

I can't speak specific to cap rates today but when I was negotiating new builds for the health system I was overseeing it was right around a 10 Cap but that was about 3-4 years ago, specialty clinics and these were new builds.

A lot of this is dependent on the deal structure and your strategy as well...maybe look to see if the recommended repairs are mandatory for health and safety issues or can be addressed once your CapEx is healthier...if you are using a lender, this will come out during appraisal and underwriting...maybe the lender will be ok with what the appraiser sees...hard to tell.Are you attempting to leverage the inspection findings to get remedy or lower purchase price?
