The court should have a copy of what the tenant gave them to support the case being reopened, ask the court for a copy of that paperwork.

If you don't have the ac unit paperwork to find manufacturer specs you can always find them online by googling the model number etc. like Jesse said if you are not pulling permits than don't worry too much about code just don't void warranties on the units.

First round or two you likely want an attorney to write out the framework, but once you get it down, just file the paperwork yourself using the paperwork your attorney provided.
