But they were simply to easy to approve my business model which was not just vanilla flip loan. ( keep in mind I have been a HML for decades so I know the industry plus I am NMLS licensed mortgage banker )  but anyway they were just too quick to say yup your approved send in 10k for due diligence to go to the next step..

Someone has done something similar to what I want to do - building new mixed into an existing neighborhood - with five homes all side-by-side that average over $100,000 more than the existing homes in that area.Some of my questions are:Is there reason to be concerned that existing homes in the neighborhood have low values because of their age and condition, keeping in mind I want to build 9 or 10 and raise the level of the neighborhood?

If you are NOT in an X zone, you are likly in an AE zone and then the rates are a function of the BFE Base Flood Elevation and the lowest elevation of the dwelling.

Sounds like you bought a house, with taxes paid up for the quarter already and you took possession sometime during the quarter. it also sounds like they forgot to calculate the tax credit due to the seller at closing. if that's the case, I believe most purchase contracts have a clause that states you will make it right if there was some miscalculation or simple omission at closing. even if not, the old owner paid for taxes and you are benefitting unjustly. the ethical thing in my mind is to refund the extra tax. there is no reason to go to court for this.if i'm wrong, please explain the situation better.
