The permit for this expires 9/2021 so they want me to reach out to The Town of Ouster Bay to try to get something in writing showing that I will apply for the permit when it expires.Does anyone have any experience with this?

On the day you close this all could be your problem to deal with, and trashy tenants paying way below market value doesn’t serve you OR them well, so I’d recommend either buying it vacant and clean, or buying it at a substantially lower price under the stipulations that the seller serves 30-day (or locally relevant number) notice to them so that on closing date or soon after it should be vacant.

If the existing 'main' MLS in an area wants to get most or all of the local listings, they need to step up, be the most modern, up to date, easiest to use, add value, etc, and not be the clunky 1990s-feeling websites/portals that they currently are.

The lease dictates that they will be in default after 10 days of non-payment for rent, but I wonder if they're trying to draw out the process as evicting them would likely extend beyond the date of lease termination (and be more costly as well).
