Seller is just continuing to pay the taxes, even though he "doesn't own" the land...until/unless he hires an attorney to do the title search, he won't ever be able to sell it or develop the land. 

Arlington managed to defend its STR regulations in court by carefully gathering concrete data and framing its regulations around public safety concerns.

You can easily do this on a spreadsheet and it will take less time to track than it would to find and learn a new software.

If you arent already attending the local REI meetups, I recommend doing so.

After all they are leasing the entire property as is so they are assuming that doing a build out isn't going to cost them anything more in rent.
