This home will continue to appreciate as the development and city grow larger and more economically diverse.

I'd try to keep them at 650-700/month but have them sign new one year leases (bill back for utilities and keep having that one tenant take care of landscape).

Also sometimes more is better than less in painting and drywall patching, if you have a cluster of small patches, just paint or patch one larger seciton that contains it all so that you are feathering/blending at top and bottom, but the middle where folks eyes naturally land is one large similar landscape.  

Exterior and common area renovations may also be made, such as updating or adding light fixtures, a dog park, covered parking, or landscaping.

It's really tough to paint and do landscaping in the winter :) Did you work with any real estate professionals (agents, lenders, etc.) that you'd recommend to others?

Markets with growing populations, growing jobs, good incomes and modern/diverse economies will have the most potential for appreciation and also rental increases.
