I've seen videos where people put an additional piece of plexiglass at the rear of the window opening, attach a plastic edge to the plexiglass and attach with "pivot screws" and it creates an additional air-space and is removable for cleaning.

In a competitive seller's market, FHA loans are not always viewed as the best option for a seller to accept, mainly I think because the FHA appraisal is "stuck to / attached to" the subject property for 120 days.
