Upon receipt, the county will send out the code enforcement officer to inspect that property, contact the owner, follow-up to ensure corrective action, and even pursue legal action/citation if the owner fails to comply. 

Tenant was supposed to move out by the end of June by failed to do so until today (July 1st), giving us a really hard time.

I have seen them fail as stated and cause some very major issues for TK companies who relied on those policies for their buyers. 

Additionally might say tenant required to keep an HVAC service contract.If unit wasn't serviced properly and now needs to be replaced instead of repaired then landlord might could argue tenant caused it to fail so is responsible. 

While it might feel like a big cost, failing to stay on the right side of the law will bite you later.

I suggest if all else fails, have a weekly meeting where you look over the books together.
