I would find an attorney and explain what you're trying to do because this doesn't make sense.

I've found it's usually worth paying professionals (agent, inspector, attorney, CPA, etc.) to do their job.

Seems hokey- let the title company/attorney  handle it.

I assume that in this case, where the county has passed the collection case on to a private attorney, that the lien would've been placed by the county? 

If you're talking about borrowing more than that, you should be consulting with an attorney AND an accountant.

These are all things you will want to discuss with your attorney and CPA.
