While Feds claim there is no signs of recession, talk to people in the trade they will tell you price maxed out 1-2 years ago.

If you trade out the equity, can you put that equity into a property that will in increase the return?

My realtor was flustered at this but assured me that since apparently everyone else got a parking space, I got my own secure shed, and that was the trade off.

Trading 3.25% for 5.5% is tough, but if the numbers work, go for it.My plan is to sell my rental property in about a year, which makes a HELOC the easy choice. 

I, in your shoes, would not make that trade. 

Personally I never repaired anything-no good at it; and don't like it, just worked at getting good trades and a great handyman. 

However, it kinda sounds like you are just patching on patches--or you need to trade in your handyman for a licensed plumber (or someone who can get it done right the FIRST time.)  

I always tell investors that until we sit down and make we can help you achieve your goals then my agents or my property management company will not be able to effectively find you the right property unless you know what that is.Its the sharpen the axe before you take a swing, the last thing you want to do is buy something because it looked like a good deal and it turns out it was not a good deal for you.Focus on the goal and then the strategy, then the market, and then Most importantly create your team...
