I think the answer is for multiple reasons: analysis paralysis, bandwidth, or just simply failure to pull the trigger.

It seems to me that if you were not going to run it, you would have to pay someone a wage instead of a percentage of rent.

If you can't pay that debt off after your introductory APR expires, you will be in a terrible spot.  

GC's should not be banks - have the borrower get a loan from a bank to pay the GC (this is what I would do if I was the GC)
