I have a new prospective tenant, after reviewing my lease, inform me that he believes I am not allowed to withhold ANY of the deposit for cleaning/ or carpet cleaning.Hes telling me that its wrongful withholding of security deposit.

Look at their policies regarding "records" and see what other residents are allowed to review. 

There are LOTS of land investors who will buy the property or at least review it if he is motivated to sell quickly.

That can include interviewing, hiring, holding accountable, reviewing and all of the decision making that goes into your processes.

You could go to a stationary store or use LegalZoom, but I would probably recommend either paying a lawyer to put it together or writing one yourself and then bringing it to an attorney to review (which is what we did). 

I am going to review all these recommendations with my property manager, real estate agent, and preferred lenders and lean on their expertise to make the best decision.Thanks again for all of the different perspectives - really helped me to think through the ramifications of my decisions!
