I'm not sure about the Hampton Roads area, but have heard from some real state agents that areas such as Sandston and Highland Springs in Richmond seems to be  pretty popular buy and hold locations, but of course this is not advice, do your own due diligence on the area and home before buying.  

I'm trying to determine how much Section 8 housing voucher will pay for a specific property. Every telephone number ive called left me at a dead end. I did find HUD's "FMR" but its not clear if this is what Section 8 ...

If this is your home to live in you may want to try a HUD foreclosure resale often they give first choice to people who will live in it

@Carolyn Morales, sounds like triplex is the right choice from a zoning standpoint. 

If she is month to month you always have the choice not to reextend their lease.
