The opposite way of this plan is to get to slow-grow neighborhoods and buy 3-5-8 SFH in cash or 50% hard money in areas like Macon, GA, or Savannah GA, and do BRRRR as well and diversify with 50% long-term rentals and 50% short-term rentals But really, the main idea is to make a smarter move with fewer movements along the way and get it safe as well.

At least to get the numbers to pencil as a long term rental after moving out.Wholesaling, as you say, is the hardest path I can imagine to becoming wealthy from a standing start with no assets.

However, I will be moving into the property and doing a substantial renovation so can evict and reset rents to market.My concern is not the short term risk of rent control as I have ways around that (mentioned above).

Too many people from California moving here (estimated 80k per year) and they are willing to pay more and get nicer homes.

The tenant wants over 13K to cover stay at a hotel (that only has a small fridge), food for the family, moving costs and storage costs which is about 2x the amount the city expects.
