Pressure washing the house, driveway, and patio went a long way too, as well as basic landscaping.

If this is the property in Rocky Mount, you are unlikely to get your target price of $16k when the current owner paid $16.5k just five months ago, and now they have some carrying costs into with taxes and insurance. 

I would provide the seller with information on Section 8 or elderly housing but don't pressure them.

I've stuck tiles on kitchen floor, so far so good about 5 years in, The thing to be aware of when installing is they don't do well with thresholds that put downward pressure on the tile, it can crack the tile so keep that in mind.

No one should feel pressured to complete a 1031 exchange with a bad replacement.

Getting an offer in right before a price drop sometimes helps take some psychological pressure off the Seller: they're already emotionally prepped by their agent (if their agent is doing his/her job) that a price drop is coming in a couple of days. 

I can't wait forever, but I see a lot of pressure out there in REI to start and now it's ten-fold as people look to REI to save them from a 9-to-5 that may also be in jeopardy.

It's located in Mount Vernon, NY and I am wondering if that would be a decent investment.
