I have learned to leave emotions out of it and had this policy that I told to EVERYONE.

For us, it has been less of a cost of money and more of lease writing in making sure the tenants know their responsibility (for example, snow, leaving heat on to not freeze pipes, etc)

He has outlived all his family therefore has no one to leave his home to when hes gone.

I also doubt any court would find you negligent as a property owner for any incident with a police dog under the control of the handler, and the handler is always controlling the animal, even if he leaves the dog inside and runs to the store. :)
