Do your research, figure out a strategy that feel comfortable for you, find an agent that specializes in that, see some homes, run some numbers ... and then buy. 

Whether the caseworker helps or not, you should figure out how to get rid of them, clean up the unit, and rent it at a fair market rate to people that will appreciate your rental.

Attend your local REI meetups to build up a strong network and feel free to reach out and connect with everyone in the community and find a mentor doing what you want to do.
