I call these stabilization plans and mine would likely include terminating leases/evicting anybody who is compromising your ability to stabilize the property, possibly some renovation and installation of security features that go above and beyond.

More and more Cities and States are looking at regulating rent increases and when you can terminate a lease.

The lease requires 60 day notice to terminate the lease and 30 days notice when it is month to month. 

I would just have him move out and terminate on x day with a signed termination aggreement stating what happens with the money on deposit.

They have to deal with any property you buy every month until you sell or terminate them.
