I would look for regions that have particular metrics like job growth, population growth etc.

This is a great place to start and there is plenty of opportunity in the Greater Capital Region of NY.

It's mostly a function of budget but Bucks is a land of opportunity - a gorgeous region with great schools, roads and opportunities for growth.

The five county region saw a 1% decrease in new listings compared to March of the preceding year and an 68% increase from the preceding month.

So you can buy in those "down cycles" but you are not going to see a discount - but the market sentiment will be "concerned" at least and newbies will not have the apetite to invest.. well there certainly where markets that had devaluation of a substantial amount in regional recessions .
