As far as I'm aware, each new dwelling unit must meet present day code.

Here are some of the code rules I encountered: There was a common area between the two units (laundry and back door) - because of this both units had to have doors that were fire rated.

It starts with getting a plumber to find/map the lines, then figure out what the municipal code is (do they mandate fixing, etc).

This could be interpreted as negligent, inconsiderate, incompetent, but nothing is going to change until somebody gets a bill, or the threat of a bill, or the landlord gets a code violation, or the landlord stops getting paid. 

How do I find the code enforcement people?

The form of the notice depends on the type of sale... if the property is listed with a broker, offered privately, or through the auction method, the notice would have different content.Pull the City Code... this is not one for the internet.
