I am not sure about Florida, but in IL tax lien sales US Bank serves as the custodian for many tax lien investors and therefore the tax liens sales/certificates are frequently in the name of "US Bank as Custodian for...."

I wouldn't count on selfie-based underwriting, and would write it as part of your offer that the seller agrees to serve notice to that tenant at some point, since you wouldn't be party to the lease until you own the property.
