I have a rental that is in a fancy area in Chicago and we do have nicer floors and other fixtures such as granite (quartz is really hot these days).

Cant get new ones (just screens) so all new window. 3. if older wiring it can overload it and cause severe issues. 4 central air was NOT expected 30-40 years ago in a rental,,now it sure is. 5.utility bills are so high with windows and so low with central it will make good tenants move or stay as case may be In THIS case the previous owner should not take the c/a because its a fixture,,,did he take the front door too?

No dry wall, no carpet, no cabinets, no toilets, no bathtubs, no light fixtures, no sub-flooring, no insulation, almost everything you can take out without the house falling down was gone.On top of that, even after this cleanup it didn't pass inspection tests for minimum acceptable levels.
