I would suggest googling (or using Instagram) to find designers in your area that fit your style and visiting their website to see what services they offer.Another avenue is to search for interior design "build recipes" or "design recipes".

The CMA report I received from my agent is lacking similar rental comps and data, and my property manager does not have any rentals in the area.

For what it's worth, some ideas I've seen pitched are grocery bundles (e.g. a breakfast bundle for 2-4 people with eggs, bacon, bagels, cream cheese, and OJ all pre-stocked in the fridge), meal kits, a pre-stocked drink fridge, charcuterie boards, premium coffee selection, bike/e-bike/scooter/kayak/canoe rentals, video game consoles, upgraded work-from-home office amenities (e.g. oversized computer monitor), etc.I'm not a lawyer, but cocktail kits, bottles of wine, local craft beer, and other alcoholic items seem like they would fall into a grey area from liability perspective. 

Does anyone have any good ideas on what would be the best way to start out in this area without going into the negatives?

If you can find value add and negotiate accordingly, anything listed under 400k remodeled should move very quickly in this area.

Property is a C class area, so I am concerned about the quality of tenant I will get but I am close to Ohio State University, a hospital, and short north/downtown columbus so I am hoping as long as I screen tenants I can find some promising people.

Preferably one not from the same area as the listing agent.

The best thing to do is call a few local lenders in your area and explain what you are looking to do and ask what options are available for that scenario. 

Hopefully we can make the fraudsters of the area a little less brave and maybe get some justice for some others.
