Many will have in house teams that they use for medium sized rehabs (counters, cabinets, floors etc) and they will contract out for specialties.

Leave floors as is, instead of doing full nice rehab just paint cabinets, drop in new sink and counter tops, and put in new floors.

I would agree that a new roof, windows, new tile, new kitchen cabinets will be considered as improvement and depreciate for 27 year or so.
