North Linden is coming around, the east side of Franklinton (preferably E of SR315), and anything within maybe a 1.5 mile radius of Childrens Hospital are all areas that seem to be on the upswing and friendly to investors.

If you've been there a while and your in a stable industry I wouldn't stress about it. 

If the deprecation from your cost seg is listed on the schedule E of your tax returns, that can be added back and used in the rental income calculation.

I did a quick look on the property and noticed there is a creek running E/W through it. 

Hi Jagger, I have found value investing in Cleveland, OH because it is home to Cleveland Clinic, lot of good neighborhoods, landlord friendly laws, stable appreciation and good cash flowing properties.

Sin e you mentioned fish and swim you must plan on being close to a body of water.

E g “paint bedroom 2” and “resurface cabinets in kitchen” and do this bullet point style.
