If your not getting rejected 90%+ of the time on your offers then your either not making enough offers or their too high. 

@Sophiep To If your lender has actually done a few 203k's they should have a couple of approved contractors, since it is They that have to approve them.

Cash is king so many investors buy with cash then leverage their purchase with refinance cash out loans from a private lender. 

That is only good for a 1 to 4 unit property.  7 units would require a loan from a commercial  or portfolio  lender. 

Check with your local lender, mine charges around $2800.
