Property managers are required to withhold 7% of the gross rent or lease payments in excess of $1,500 per calendar year, and remit those payments to FTB if they both:Manage real propertyCollect rent or lease payments for California property owners that reside outside of California (nonresident owner) It doesn't matter that you are not a US citizen or don't live in the US you are operating a business in California and they expect their cut

Student loans are paid out to your school directly; even if you ask an excess amount and the school pays you out, you're paying an astronomical interest rate on that money much greater than the 2-3% we are seeing in real estate right now, which is going to make a huge dent in your pockets even if your idea was to be successful.

My guess, though, just from the pictures, is water intrusion/flood in the basement at one point and it was never dried up correctly.
