It doesn’t sound like there’s any visual water damage if it’s seeping on to concrete.Try a garden hose and then get a quote from a landscaper to direct the water away from the house.

Make sure those numbers are turnkey - including everything from utility hookups (which can run 10s of thousands USD) to final landscaping (frequently home builders don’t include things like decks or driveways over here in their numbers).
