A lot of investors (especially institutions) will prefer a deal with $10 million expected profit at a 9% IRR to a deal with $100,000 expected profit and a 30% IRR.

When my agent and I pointed that out to the seller, he stated that they are not violations but open permits that he will begin resolving ASAP and at closing will have a valid green card for the property.My attorney has said from his experience expect this process to take at a minimum 60 days.

I've been told that when buying 3-4 units, about 3 months of cash reserves is expected for just in case things go wrong.
