So, that even if they change jobs more often they are never out of work long and often they change jobs to seek a better opportunity.

So far that hasn't happened, despite being given every opportunity to do so.

I would keep it in a high interest bank account might as well earn as much gain as you can no matter how small it is.However I think some debt pay down would be great not to the point where you are not liquid enough to Jump at another opportunity or can’t make a major repair when it arise.

Finding a good PM will cover your concerns on managing the rental from OOS and a good agent should be able to provide you with their network of deals, including on and off market opportunities. 

I also hold a couple of real estate forums in the area for people like yourselves to connect with service providers, GC's, etc.
