The HOA fees cover any exterior costs like roofing so I only have to be prepared to cover issues inside the suite - although there usually are special levies every year that they charge a few hundred bucks for to upgrade/maintain various issues in the complex.

I'm not from MA but a quick google search shows they have some of the highest property taxes in the nation at 1.17% annually for the state, plus any additional property tax levied by the city/county.

Transaction costs are high with the transfer (excise) tax to trade like you're saying is my guess, but just staying vacant until the moratorium ends is an easy 1% per month appreciation play.
