In both cases, the tenant should be educated on their responsibilities and held accountable.Even if the water source were a leaking pipe or roof, you should be able to identify the problem, dry it out, and remove the mold professionally within a few days and then the problem goes away.Simply accepting the tenant's claim - without verification - and allowing them to break the lease without penalty is a bad policy that will cost you much more in the long run.

Leaking lines can cause issues before and after lift. 

Only way to live on rent is to pay cash and or be extremely frugal mid western rust belt type area were primary housing is very low and all other things including gas, insurance etc are much lower than us west coast folks.Nevada though to me is a smart choice to try to live on RE  prop tax's some of the lowest in the country  NO income tax  utls are low . 

It appears roof failed, leaked for a long time.

It started with the "heartbreaking" single family houses, full of run down yards, overgrown trees, ceramic sewer pipes, leaking galvanized water pipes and Cochroaches throughout.

I'm afraid skylights might leak or increase the cost. 

Does anyone have any experiences with nursing homes or gas stations?

There were no visible signs of  leak above the ground.

I also see this frequently around Tarrant County...like mostly Tarrant and Parker where there is a oil/gas lease in place.
