There's nothing wrong with fixing something that is broken, but you shouldn't be making improvements to things that are clean, safe, and functional and that were fully observed by the tenant during the showing process.

The functionality in it is pretty robust.

The largest residential REIA group in the area is DIG  (Diversified Real Estate Investor Group | Real Estate Education in Bucks County, PA (digonline.org)) - I would go there to investigate the meeting schedules and locations as they have many opportunities to network and connect.

These are folks recommended by a few realtors and the largest property managers in the area. 

However, the original ruling allowed federal regulators to function efficiently, which they cannot if every interpretative gray area in the law requires a court decision.

At that point, it's always good practice to check the system to see if it's functioning properly.
