It could just be some roots in the sewer line that you can have cleaned out for $100-200. 

There is one or more sections of possibly damaged/cracked drain line found under the home as viewed from the clean out at the front of the home.

My property manager then sent another technician who said the gutters need to be cleaned and recommended installing leaf guards around the entire duplex, along with larger downspouts and overflow guards, for a total of $3,013.

There is a product you can use on flooring that works well (rejuvenate)-try that first.For most things it is the actual cost (eg cleaning) or depreciated value (eg flooring replacement). 

I had bids come in to clean the building out and they were 50k plus.

I wouldn't pay any of the prior liens until you speak with an attorney because alot of them should be wiped clean thru quiet title action.
