@Monish Naidu if it was me, I was meet with the neighbor face and face, then meet with tenant face to face to figure out what's really going on.Then meet with both of them at the same time to broker peace and understanding.

The only reason I would think the HOA would agree to pay it out of HOA funds is if there was some miscommunication or error somewhere along the process or they're just trying to keep the peace.
