I am within Chicago and the Housing Authority does provide for emergency inspections for the reasons you mention.  

This is permissible under the authority to grant modifications on a case-by-case basis and the authority of a building department to approve a material, appliance, installation, device, arrangement, or method if it finds that the design is satisfactory and equivalent to the building standards code.

You are essentially evicting the tenant without going through the legal process.This is off the book, but they were not liked by the authorities in this town.

Tenants were in the units and were not notified, therefore we did not have the authorization to interrupt their day to do full inspections.Then it hit us - "GET THE F*** OFF MY GD PROPERTY!"

In general it's my understanding that once you start any hard pulls on your credit (in your case for both the refi on your home and the rental property) you have about 30 days to shop around with multiple lenders since the credit bureaus recognize this as you "shopping" for a loan, so they only ding your score once.  

Getting our feet in the door flipping has seemed so challenging I have even wondered if we should just buy a turnkey and rent it out to get us started, but I also recognize we have no idea how to be landlords so that is probably not a wise decision.

As far as i understand tax authorities don't know who conducts transactions with cryptocurrencies, to what extent and for what profit.

On the good side since they're claiming authority under F.S. 173 I believe the collection procedure is limited as set forth.
