I wouldn’t give them the keys until you’ve received all rent/deposits, you’ve received proof of renters insurance, and you’ve verified they put the utilities in their names.

If you are looking at approved plans, you will have more than 10-days to get drawings, and receive plan approval.The other option is to ask for forgiveness rather than permission...but that has the likelihood of backfiring.
