I have also studied municipal comprehensive plans, land records, zoning code, etc. to know where the next development areas are, what the future zoning might be, what sort of overlay districts might be in place so i can hyper target specific properties/acreages. 

I would highly recommend Tommy Broullire and Steve Sushner over at District Title (based in DC) - I've used them for all my projects for years and they've been invaluable. 

It has its own code enforcement, own school district, own police force, own street maintenance/trash collection division, own agenda for change run by local, approachable actors.

If it's not build able at all....What about school districts?

We have lived in our current home which is in a highly-rated district in Southern California since 2010.

There are scheduled projects all throughout downtown & along the bay that support the continued growth: Manchester Pacific Gateway (1.5B), Re-dev of Seaport Village, Re-dev of Horton Plaza (Campus @ Horton), 7th & Market, East Village Green, Chula Vista Bay Front, The IDEA district being formed inside of East Village and the new "Superblock." 

Look at the house and comps on redfin, check the school districts. 

That deposit either will sit with them at 0.19% or I can get the highest CD rate I can and assign my local utility district that CD through the use of their form.

If none exist, got out no more than 1 mile AND without crossing major neighborhood boundaries, especially school districts.

But I generally ask for property details, (the appraisal districts in my area are often incorrect on the # beds/baths etc).
