I would start worst unit and modernize it, get it on the market and then If the other tenant is still a problem (which I'm betting they will be), begin with a 30 day notice to quit.

Being your in the military I’d bet you’d do well and have the fortitude and self discipline required in stressful situations .if you invest in a b class neighborhood it won’t be too bad .
