The red brick color and the treated wood don't make a really nice color combination, and I'm thinking about painting the wood.

Don't over improve at this point, just good solid tenants in a clean and functioning unit, if the market is good and appears feasible you can go for higher rents through upgraded units as they become vacant.

Rents don't come up nearly high enough to justify the combination of inflated prices and REALLY high taxes.

He self-manages and performs all other functions for the property such as leasing/marketing and most repairs and maintenance, except for hiring contractors for minor jobs totalling less than $1,000 per year.  

But if 99% of them are fully functional then you might be ok leaving them in place.
