If not, would the seller be willing to carry part of the loan amount?

The market rents are carried by the approved section 8 limits which goes up every year. 

As long as they pay me everything owed, they are back in my good graces and we carry on.We don't know all the circumstances of this particular situation, but it is generally unprofessional to threaten eviction just because the tenant says they will be late by a few days.

More than likely, you need to get the seller to carry for 7 years and not 5 so you have an extra 2 years to hit your goal.I would not worry about whether the tenants will be long-term or short-term as the market will decide that for you.

I have deadlines to meet and loan carrying costs, etc until the parcels are sold and can't sell either until this is completed and the new legal descriptions are finalized by the city. 

I'd be interested in hearing a bit about your experience to do so, did you need to bring itemized lists of fixtures for each unit?

The value being added to the property is going to be through redoing all the major cosmetic items.
