The strange thing about the Phoenix metro is the East Valley is starting to run into barriers and having to expand southward but unlike many cities that have this problem like LA or San Francisco it isn't the oceans or mountains that block development but the native american reservations. 

@Matthew Wright the long and short of it...If she has a doctor's note stating she needs a dog for mental health reason it's covered under the American Disabilities Act.

In the future the way you mitigate this is to do some quick math....For every 18 plus year old living at the place, automatically count on another adult living there.
