Question is:  is there something/some ways to turn over the bad apples to rebuild its reputation; or should the local police be notified? 

I am planning on working for the local police department which doesn't pay the best at first but progressively gets better relatively quickly.

What ended up happening was that we talked with an attorney and the police department and both agreed we should keep the tenants belongings for 30 days in the apartment, and if her family didn't clear it out, it was our property.  

They are much safer now but even with lots of abandoned properties it’s difficult to police the entire area.
