I was wondering what will be the estimated cost to convert a car garage into a legal livable unit, and what will be the proper process.Also, is there restriction or law issues if I want to convert the green grass space in front of the house into a parking space?

I see the good in it because some landlords are not as active in the property upkeep; however, that is where the neighbors need to step in (I have had multiple neighbors call be about just my grass not being green enough for their liking).
