The answer is always "Because the tenants have been living here for 5-10-15 years, and we never increased the rents".

And again its both an oversupply & population decline (espically of high income renters) driving this, I'd love a too see what rent growth is within metro area's because I bet alot af areaas are looking at the same dynamic  misallocation of supply is my answer.
