Were you filing Pennsylvania state taxes or Maryland State taxes?? 

If 8 is the "as of right zoning", it only means if you file plans for 8, it would not need a zoning variance in most cases.

I paid the registration fees when I purchased the property and I though the registration was good for a year from the date of filing.
