If its a gray area and you have tenants that are never late with payments and have called you once all year long for something legit, I would certainly take care of it for them at my expense.

If it were me and this offer is legit (out of the blue offers rarely are), I'd probably take the 121 tax exclusion for $250k, eat the l/t cap gain tax on the balance next spring and put it in a money market account earning roughly 5% risk-free in the meantime.

I want to be honest and legit with everybody.

They claim they get $1500 per month in living expenses but I dont know what kind of documentation to ask for, other than bank statements, or how to determine if its legit.

So much money is going to flow into the area, and all the existing nearby buildings with the exception of the new Hollywood Park Casino need to get either renovated or torn-down and rebuilt.
