Hi @Christina Merlo, Generally, the person that handled the estate would know. 

The only thing you need to figure out in regards to the Netherlands is what rules and laws apply, how to handle your taxes, how you transfer property.

They're going to use their experience in handling all sorts of different situations and try and come up with a solution.

Looking for recommendations for a contractor who could handle this so I can figure out the cost and what I can afford to do with it.

I understand the other side of it where a GC could substitute lesser products than spec, but that all can be handled up front by specifications.  

@Christopher Brown things to offer would be... leads, training, experience, admin(our admin can make offers, check emails, handles paperwork, handles CRM, shows up at inspections, schedules listing photos, drops and picks up sings, etc), support, help with showings, marketing help, a game plan for an agent to get deals, scripts, etc.

This varies from jurisdiction to jurisdiction based upon court rules, but non-judicial sales are typically handled by a Trustee (or Substitute Trustee)... who signs the deed after the sale is ratified by the court and the purchase price is paid in full.

I caved and found a property manager to handle all the tenants.

I'm looking for a reliable contractor that can handle this without charging us like we are building a custom top end house.
